Demokratia toteutuu, kun kaikki, joita asia koskee, osallistuvat asian päätöksen tekoon. Ei voi sanoa, että alueella tai maalla on demokratia pelkästään yhden päätöksen jälkeen. Sen pitää olla jatkuva prosessi, tapahtua joka päätöksessä. Tästä syystä pelkästään vaalit eivät määrittele sitä onko maassa demokratia.
Käytännössä demokratia vaati, etteivät virkamiehet, eikä poliitikot tai mikään pienryhmä, tee edustuksellisia päätöksiä, vaan suoraan ne ihmiset, joita asia koskee.
