Minusta demokratia on ainoa päätöksentekojärjestelmä, joka johtaa kestävään rauhaan yhteiskunnassa. Tällaisen rauhan saavuttaminen juontuu siitä, että oikeassa demokraattisessa päätöksenteossa päätökset tekevät ne ihmiset ja tahot, joita asia koskee. Tämä eroaa tilanteesta, jossa päätöksen tekee vähemmistö, tai ne, joihin päätös ei suoraan vaikuta. Tässä tilanteessa päätöksiä voidaan sanoa epädemokraattisiksi.
Yleinen väärinkäsitys on, että vaaleilla valitut poliittiset järjestelmät, määritellään demokraattisiksi järjestelmiksi. Tällainen yleinen määritelmä ei välttämättä tarkoita, että päätöksenteko on demokraattista. Vaaleilla valitussa demokratiassa, edustuksellisessa demokratiassa, äänestetään valtuuston kesken. Se ei tarkoita, että kuntalaisilta olisi kysytty, vaikka päätökset koskettavat ennen kaikkea kuntalaisia. Toisaalta on järjestelemiä, joissa päätökset tehdään suoraan kuntalaisilta/kansalta kysymällä, jolloin päätökset ovat demokraattisia. Tätä lähinnä on Sveitsi.
Demokratian määritelmä pitäisi siis perustua sen mukaan, onko päätös tehty enemmistön, jota asia koskee, tahdon mukaisesti vai ei.
Suomessa useat lait sisältävät kuntalaisten kuulemisen. Tästä huolimatta, päätöksiä tehdään kuntalaisia oikeasti kuulematta. Esitän kaksi esimerkkiä: Korpilahden kunta ja Jyväskylän kaupunki yhdistyivät vuonna 2009, vaikka korpilahtelaisten kansanäänestyksessä enemmistö vastusti liittoa. Toinen esimerkki on ehdotus tuulivoimapuiston rakentamiseksi Maatianvuorelle Korpilahdelle vuonna 2015. Rakentamista vastustivat suunnitellun alueen ympäristössä asuvat henkilöt, joiden tahtoa kuultiin vasta hallinto-oikeudessa, kun hanke pysähtyi.
Tällainen epäonnistuminen – enemmistön tahdon määritteleminen – asettaa haasteen paitsi demokratian uskottavuudelle päätöksenteossa, myös yleisön luottamukselle päätöksentekoprosessissa.
Tämä on vika, joka voidaan korjata. Tämä edellyttää kuitenkin vaatimuksia muutoksesta kahdelle ryhmälle. Ryhmät ovat virkamiehet, jotka laativat päätösehdotuksia, ja poliittiset edustajat, jotka tekevät ehdotuksista päätöksiä.
Virkamiehiltä tulee yksinkertaisesti vaatia sitä, että heidän tulee ehdotuksia tehtäessä ymmärtää, että enemmistö kuntalaisista ei välttämättä kannata ehdotusta. Silloin kun päättäjät tekevät päätöksiä vastoin kuntalaisten tahtoa, se aiheuttaa tyytymättömyyttä, kaunaa ja epäluottamusta päätöksentekojärjestelmää kohtaan. Tyytymättömyys on joissakin tapauksissa johtanut päätöksistä valittamiseen oikeudelle, mikä on lopulta kallis prosessi kaikille asianosaisille.
Silloin kun virkamiehet ja luottamushenkilöt tekevät kansan tahdon mukaisia päätöksiä, se vahvistaa uskoa järjestelmään. Näin tapahtui Isolahden kylässä Muuramen kunnassa, jossa ensin ehdotettiin kyläkoulun supistamista siten, että 4–6 luokkalaiset siirretäisiin kirkonkylän kouluun. Suurin osa kyläläistä vastusti ajatusta, ja kutsui virkamiehet ja luottamushenkilöt kokoukseen, jossa he ilmaisivat oman kantansa esittämällä vaihtoehtoisia malleja, miten koulu voitaisiin säilyttää, ja tehdä kylästä entistä elinvoimaisempi. Kuntalaisia kuultiin, ja nyt koulun lisäksi koulun viereen rakennetaan päiväkoti.
Muuramen esimerkki on kuin suoraan Jyväskylän osallistuvat ja hyvinvoivat strategiasta. Paitsi että esimerkki on Muuramesta.
Kuntalaisten kuuleminen voimaannuttaa siksi, että heidän mielipiteensä olivat riittävän tärkeitä vaikuttamaan päätöksentekoon. Olisi hienoa, jos tällaista käytäntöä, ihmisten tahdon kuuntelemista ja sen tahdon mukaista toimintaa, olisi myös Jyväskylässä.
Juuri nyt, Jyväskylässä valmistellaan ehdotuksia, joissa kuntalaisilla on selkeä kanta: Ensimmäinen on viestintämaston rakentaminen Kypärämäkeen ja toinen Salola tuulipuiston rakentaminen Korpilahdelle. Näissä Jyväskylä voisi nyt kuunnella enemmistön tahoa, ja perua esitykset. Enemmistön näkemykset eivät ole aina oikeita. Mutta niiden kunnioittaminen johtaa lopulta kestävään rauhaan yhteiskunnassa, ja minusta se on mihin yhteiskunnan tulee aina pyrkiä.
